Section 7506 of the Food, Conservation, and Energy Act of 2008 ( 7 U.S.C. 7614c ) is amended— in subsection (a)— by striking
(a); and inserting the following: Definition of competitive programs .—In this section, the term In this section: The term ; and by adding at the end the following: The term covered program means— each research program carried out by the Agricultural Research Service or the Economic Research Service for which annual appropriations are requested in the annual budget submission of the President; and each competitive program (as defined in section 251(f)(1) of the Department of Agriculture Reorganization Act of 1994 ( 7 U.S.C. 6971(f)(1) )) carried out by the National Institute of Food and Agriculture for which annual appropriations are requested in the annual budget submission of the President. The term request for awards means a funding announcement published by the National Institute of Food and Agriculture that provides detailed information on funding opportunities at the Institute, including the purpose, eligibility, restriction, focus areas, evaluation criteria, regulatory information, and instructions on how to apply for such opportunities. ; and by adding at the end the following: Each year, the President shall submit to Congress, together with the annual budget submission of the President, the information described in paragraph
(2)for each funding request for a covered program. The information described in this paragraph includes— baseline information, including with respect to each covered program— the funding level for the program for the fiscal year preceding the year the annual budget submission of the President is submitted; the funding level requested in the annual budget submission of the President, including any increase or decrease in the funding level; and an explanation justifying any change from the funding level specified in clause
(i)to the level specified in clause (ii); with respect to each covered program that is carried out by the Economic Research Service or the Agricultural Research Service, the location and staff years of the program; the proposed funding levels to be allocated to, and the expected publication date, scope, and allocation level for, each request for awards to be published under— each priority area specified in section 2(b)(2) of the Competitive, Special, and Facilities Research Grant Act (7 U.S.C. 450i(b)(2)); each research and extension project carried out under section 1621(a) of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 5811(a) ); each grant awarded under section 1672B(a) of the Food, Agriculture, Conservation, and Trade Act of 1990 (7 U.S.C. 5925b(a)); each grant awarded under section 412(b) of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7632(b)); and each grant awarded under 7405(c)(1) of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 3319f(c)(1) ); or any other information the Secretary determines will increase congressional oversight with respect to covered programs. Each year on a date that is not later than the date on which the President submits the annual budget submission, the Secretary shall submit to Congress a report containing a description of the agricultural research, extension, and education activities carried out by the Federal Government during the fiscal year that immediately precedes the year for which the report is submitted, including— a review of the extent to which those activities— are duplicative or overlap within the Department of Agriculture; or are similar to activities carried out by— other Federal agencies; the States (including the District of Columbia, the Commonwealth of Puerto Rico, and other territories or possessions of the United States); institutions of higher education (as defined in section 101 of the Higher Education Act of 1965 ( 20 U.S.C. 1001 )); or the private sector; and for each report submitted under this section on or after January 1, 2014, a 5-year projection of national priorities with respect to agricultural research, extension, and education, taking into account both domestic and international needs. .
