Section 1635(b) of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 5844(b) ) is amended— by striking such funds as may be necessary ; and by striking subtitle and all that follows and inserting the following: subtitle— such sums as are necessary for each of fiscal years 1991 through 2013; and $1,000,000 for each of fiscal years 2014 through 2018. .
