A State educational agency that receives a grant under this title— shall reserve not more than 10 percent of the grant funds— to carry out the activities described in the State plan under section 105; and to establish or expand a statewide differentiated high school improvement system described in section 107; and shall use not less than 90 percent of the grant funds to make subgrants to local educational agencies in accordance with section 108.
