Section 203 ( 16 U.S.C. 6402 ) is amended to read as follows: Not later than 180 days after the date of the enactment of the Coral Reef Conservation Amendments Act of 2013 , the Secretary shall submit to the Senate Committee on Commerce, Science, and Transportation and to the House of Representatives Committee on Natural Resources and publish in the Federal Register a national coral reef ecosystem action strategy, consistent with the purposes of this title. The Secretary shall periodically review and revise the strategy as necessary.
In developing this strategy, the Secretary may consult the Coral Reef Task Force established under Executive Order 13089 (June 11, 1998). The action strategy shall include a statement of goals and objectives as well as an implementation plan, including a description of the funds obligated each fiscal year to advance coral reef conservation. The action strategy and implementation plan shall include discussion of— coastal uses and management, including land-based sources of pollution; climate change; water and air quality; mapping and information management; research, monitoring, and assessment; international and regional issues; outreach and education; local strategies developed by the States or Federal agencies, including regional fishery management councils; and conservation. .
