Section 1244(a) of the Food Security Act of 1985 ( 16 U.S.C. 3844(a) ) is amended by adding at the end the following: In carrying out this subsection, the Secretary shall provide technical and financial assistance using resources available under the environmental quality incentives program, conservation stewardship program, or such other programs as the Secretary may determine to covered persons who request the assistance to develop a comprehensive conservation plan for the farming or ranching operation of the covered person that addresses all resource concerns and meets such sustainability criteria as the Secretary may establish. .
