Sec. 401. Adoption of information and communications technology power savings techniques by Federal agencies

Not later than 360 days after the date of enactment of this Act, the Secretary, in consultation with the Secretary of Defense, the Secretary of Veterans Affairs, and the Administrator of General Services, shall issue guidance for Federal agencies to employ advanced tools promoting energy efficiency and energy savings through the use of information and communications technologies, including computer hardware, energy efficiency software, and power management tools. Not later than 180 days after the date of the issuance of the guidance under subsection (a), each Federal agency shall submit to the Secretary a report that describes— the plan of the agency for implementing the guidance within the agency; and estimated energy and financial savings from employing the tools and processes described in subsection (a).
