Section 203(b)(5)(B)(ii) (8 U.S.C. 1153(b)(5)(B)(ii)) is amended by inserting , any community adversely affected by a recommendation by the Defense Base Closure and Realignment Commission, after rural area . The Secretary, in consultation with the Secretary of Defense, shall implement the amendment made by subsection

(a)through appropriate regulations.
