The Secretary of the Treasury, or the Secretary’s delegate, shall issue a personal identification number to identity theft victims as soon as practicable after their true identity has been established and verified. Not later than 360 days after the date of enactment of this Act, the Secretary of the Treasury shall submit to Congress a report analyzing the effectiveness of the program described in subsection
(a)in reducing tax fraud.
