The Secretary of Homeland Security may establish in the U.S. Immigration and Customs Enforcement Agency additional enforcement coordination centers— to address the issues relating to trade enforcement designated as priority trade issues in the joint strategic plan on trade facilitation and trade enforcement required by section 123A of the Customs and Trade Act of 1990, as added by section 131; and that are modeled on the structure of the National Intellectual Property Rights Coordination Center established under section 231.
