It is the sense of Congress that the Commissioner should work with the Under Secretary for Intellectual Property and Director of the United States Patent and Trademark Office of the Department of Commerce and the Register of Copyrights of the Library of Congress to consider a system under which— a trademark may be recorded with the U.S. Customs and Border Protection Agency simultaneously with the issuance of trademark registration by the United States Patent and Trademark Office; and a copyright may be recorded with the U.S. Customs and Border Protection Agency simultaneously with the registration of a copyright by the Register of Copyrights.
