Not later than December 31 of 2014, 2015, and 2016, the Secretary of Homeland Security and the Secretary of the Treasury shall jointly submit to the Committee on Finance of the Senate and the Committee on Ways and Means of the House of Representatives a report on efforts undertaken by the U.S. Customs and Border Protection Agency to ensure the secure transportation of merchandise in bond through the United States and the collection of revenue owed upon the entry of such merchandise into the United States for consumption. The report required by subsection
(a)shall include information, for the 2 fiscal years preceding the submission of the report, on— the overall number of entries of merchandise for transportation in bond through the United States; the ports at which merchandise arrives in the United States for transportation in bond and at which records of the arrival of such merchandise are generated; the average time taken to reconcile such records with the records at the final destination of the merchandise in the United States to demonstrate that the merchandise reaches its final destination or is reexported; the average time taken to transport merchandise in bond from the port at which the merchandise arrives in the United States to the final destination of the merchandise in the United States; the total amount of duties, taxes, and fees owed with respect to shipments of merchandise transported in bond and the total amount of such duties, taxes, and fees paid; the total number of notifications by carriers of merchandise being transported in bond that the destination of the merchandise has changed while in transit in the United States; and the number of entries that remain unreconciled.
