The President shall include in each budget transmitted to Congress under section 1105 of title 31, United States Code, two separate budget requests for the U.S. Customs and Border Protection Agency— one for the commercial operations of the Agency; and one for the noncommercial operations of the Agency. Section 414 of the Homeland Security Act of 2002 ( 6 U.S.C. 214 ) is repealed. The table of contents for the Homeland Security Act of 2002 is amended by striking the item relating to section 414 and inserting the following: Sec. 414. [Reserved]. .
