The President should increase bilateral funding to countries, including Iraq, Jordan, Turkey, Egypt, and Lebanon, which have experienced an influx of refugees from Syria. Of the amounts made available to carry out the Foreign Assistance Act of 1961 ( 22 U.S.C. 2151 et seq. ) for fiscal years 2014 and 2015, such sums as may be necessary should be allocated for bilateral refugee assistance programs in the countries surrounding Syria.
