Section 301 of the Water Supply Act of 1958 ( 43 U.S.C. 390b ) is amended by striking subsection
(d)and inserting the following: Congressional approval shall be required for any modification of a reservoir project that has been authorized, surveyed, planned, or constructed to include storage for municipal or industrial water supply if, when considered cumulatively with all previous modifications of the project, the modification would— seriously affect the purposes for which the project was authorized, surveyed, planned, or constructed; involve major structural or operational changes; or involve an allocation or reallocation of storage that is equal to or exceeds 5 percent of the conservation storage pool of the project. .
