Sec. 7004. Major rehabilitation standards

The Secretary shall develop a methodology for applying standard accounting principles when classifying activities as major rehabilitation projects. The Secretary shall evaluate the effect of applying the methodology developed under subsection
(a)to not less than 3 qualifying projects. The Secretary shall submit to Congress a report on the evaluation under subsection (b).
