The purposes of this title are— to ensure that revenues collected into the Harbor Maintenance Trust Fund are used for the intended purposes of those revenues; to increase investment in the operation and maintenance of United States ports, which are critical for the economic competitiveness of the United States; to promote equity among ports nationwide; to ensure United States ports are prepared to meet modern shipping needs, including the capability to receive large ships that require deeper drafts; and to prevent cargo diversion from United States ports.
