Section 2006 of the Water Resources Development Act of 2007 ( 33 U.S.C. 2242 ) is amended— in subsection (a)— in paragraph (1)(B), by inserting or Alaska after Hawaii ; and in paragraph (2)— by striking community and inserting region ; and by inserting , as determined by the Secretary based on information provided by the non-Federal interest after improvement ; and by adding at the end the following: Projects recommended by the Secretary under subsection
(a)shall be given equivalent budget consideration and priority as projects recommended solely by national economic development benefits. The Secretary may plan, design, or construct projects for navigation in the noncontiguous States and territories of the United States if the Secretary finds that the project is— technically feasible; environmentally sound; and economically justified. In evaluating and implementing a project under this section, the Secretary shall allow the non-Federal interest to participate in the financing of the project in accordance with the criteria established for flood control projects in section 903(c) of the Water Resources Development Act of 1986 ( Public Law 99–662 ; 100 Stat. 4184) if the detailed project report evaluation indicates that applying that section is necessary to implement the project. The Federal share of the cost of carrying out a project under this section shall not exceed $10,000,000. There is authorized to be appropriated to carry out projects initiated by the Secretary under this subsection $100,000,000 for fiscal years 2014 through 2023. .
