The Comptroller General of the United States shall carry out a study to identify all Federal programs relating to wetlands conservation. The Comptroller General of the United States shall submit to Congress a report based on the study under subsection
(a)describing options for maximizing wetlands conservation benefits while reducing redundancy, increasing efficiencies, and reducing costs.
