The Secretary of Education, in consultation with the heads of relevant Federal agencies, shall prepare and make available to eligible institutions, as described under section 485(l)(2)(L)(ii) of the Higher Education Act of 1965 ( 20 U.S.C. 1092(l)(2)(L)(ii) ), a written explanation of the benefits that are unique to Federal student loans (including repayment plans, loan forgiveness, and loan deferment) and a description of the loan terms that borrowers should examine carefully if considering a private education loan.
