The Secretary shall ensure that activities authorized by this Act do not duplicate activities of other programs within the Department or other relevant agencies. The activities carried out under this Act shall be subject to the cost-sharing requirements of section 988 of the Energy Policy Act of 2005 ( 42 U.S.C. 16352 ).
