Except as provided in subsection (b), nothing in this Act or any amendment made by this Act limits, alters, expands, or diminishes the civil or criminal jurisdiction of the State of Alaska, any subdivision of the State of Alaska, or any Indian tribe in the State of Alaska. In the State of Alaska, sections 904 and 905(a) shall apply only to the Metlakatla Indian Community, Annette Island Reserve.
