There are authorized to be appropriated the following: $350,000,000 for fiscal year 2013, and such sums as may be necessary in each of fiscal years 2014 through 2017, for grants under this Act. Of the funding authorized in any fiscal year, up to 10 percent is authorized for planning grants. In awarding planning grants, the Secretary may elect to base selection on a subset of the required provisions of this Act. In any fiscal year, up to 5 percent is authorized for technical assistance and program evaluation efforts related to grants awarded under this Act, or under predecessor programs.
Such sums as may be necessary for each of fiscal years 2013 through 2017, for providing tenant-based assistance for relocation and for rental assistance under section 8 of the United States Housing Act of 1937, for the purposes of complying with section 9(2) of this Act, but not to exceed the amount of assistance for the number of units demolished or disposed of under section 9(2). Not less than 2/3 of amounts made available in any fiscal year under this Act shall be used for, or 2/3 of the number of housing units assisted under this Act shall be, public housing units, subject to de minimis variations, as may result from the grantee selection process.
