The purposes of this Act are— to achieve a fair, equitable, and final settlement of claims to water rights in the State of Montana for— the Blackfeet Tribe of the Blackfeet Indian Reservation; and the United States, for the benefit of the Tribe and allottees; to approve, ratify, and confirm the water rights compact entered into by the Tribe and the State, to the extent that the Compact is consistent with this Act; to require the Secretary of the Interior— to execute the Compact; and to carry out any other activity necessary to carry out the Compact in accordance with this Act; and to authorize funds necessary for the implementation of the Compact and this Act.
