As a condition of receiving assistance under this Act, an eligible entity shall submit to the Administrator an application at such time, in such manner, and containing such information as the Administrator may require. In the case of an eligible project described in section 3(8)(C), the Administrator shall require from the eligible entity a single application for the group of projects.
