The Secretary of Agriculture shall not make a loan under title III of the Rural Electrification Act of 1936 ( 7 U.S.C. 931 et seq. ) to an applicant for the purpose of carrying out any project that will use coal, oil, or natural gas. Nothing in this section shall be construed to affect the eligibility for landfill gas and agricultural methane digesters for loans under such Act.
