Section 3691 of title 39, United States Code, is amended by adding at the end the following: Notwithstanding subsections (a), (b), and (c), the Postal Service may not increase the expected delivery time for market-dominant products required under part 121 of title 39, Code of Federal Regulations, as in effect on March 2, 2010. .
