Section 404(d) of title 39, United States Code, as amended by this Act, is amended by adding at the end the following: In this subsection— the term postal facility includes an office, branch, station, or other facility which— is operated by the Postal Service; and provides services to persons described in subparagraph (B); and any reference to the persons served by a postal facility shall include a postal customer receiving mail delivery service from the postal facility, a resident of a ZIP code served by the postal facility, a postal customer having a post office box at the postal facility, and any relevant local government official as defined by the Postal Service by rule. .
