Section 104 of the North Korean Human Rights Act of 2004 ( 22 U.S.C. 7814 ) is amended by adding at the end the following: Not later than 180 days after the date of the enactment of the North Korea Sanctions Enforcement Act of 2014 , the President shall submit a classified report to the appropriate congressional committees that sets forth a detailed plan for making unrestricted, unmonitored, and inexpensive electronic mass communications available to the people of North Korea. .
