In this Act: The term cooperative agreement has the meaning given the term in sections 6302 and 6305 of title 31, United States Code. The term Secretaries means— the Secretary of Energy, acting through the Assistant Secretary of the Office of Electricity Delivery and Energy Reliability in consultation with the Assistant Secretary of Energy Efficiency and Renewable Energy, the Assistant Secretary of Fossil Energy, and the Director of the Office of Nuclear Energy, Science, and Technology Programs; and the Secretary of the Interior, acting through the Assistant Secretary for Land and Minerals Management in consultation with the Director of the Bureau of Land Management, the Director of the Bureau of Ocean Energy Management, the Assistant Secretary for Indian Affairs, and the Assistant Secretary for Fish and Wildlife and Parks.
The term State means— a State; the District of Columbia; the Commonwealth of Puerto Rico; and any other territory or possession of the United States.
