Section 422 of the Black Lung Benefits Act ( 30 U.S.C. 932 ) is amended by adding at the end the following: In determining the validity of a claim under this title, an adjudicator who finds that the evidence is evenly balanced on an issue shall resolve any resulting doubt in the claimant’s favor and find that the claimant has met the burden of persuasion on such issue. .
