Section 501 ( 20 U.S.C. 1101 ) is amended— in the section heading, by striking and inserting and program authority ; and program authority; rule of construction by adding at the end the following: Nothing in this Act shall be construed to restrict an institution from using funds provided under a section of this title for activities and uses that were authorized under such section on the day before the date of enactment of the Higher Education Affordability Act . .
