Title I of the Federal Alcohol Administration Act ( 27 U.S.C. 201 et seq. ) is amended by adding at the end the following: The Secretary of Health and Human Services, acting through the Commissioner of Food and Drugs, in consultation with the Secretary of the Treasury, shall by rule designate any chemical that may be used to convert alcohol in liquid form to alcohol in powder form. In this section, the term powdered alcohol means any alcohol combined with a chemical designated under subsection (a). It shall be unlawful to make, sell, distribute, or possess powdered alcohol. Any person who violates paragraph
(2)shall be fined not more than $5,000, imprisoned for not more than 1 year, or both. .
