Sec. 511. Prizes and challenges for broadening participation

In order to encourage the participation of underrepresented students in STEM fields, the Director may establish a prize or challenge under the America COMPETES Reauthorization Act of 2010 (Public Law 111–358; 124 Stat. 3982) or under any other provision of law, as appropriate. The purpose of a prize or challenge under this section, among other possible purposes, may be— to recognize institutions of higher education that have achieved sustained improvements in the recruitment, retention, and graduation rates of underrepresented students in STEM fields; to encourage innovation by institutions of higher education in improving the recruitment, retention, and graduation rates of underrepresented students in STEM fields; to develop, identify, and broadly distribute best practices in the recruitment, retention, and graduation rates of underrepresented students in STEM fields; or to address other issues related to the participation of underrepresented groups in the STEM fields, as the Director considers necessary.
Each prize award made under this section shall be determined based on proven outcomes for underrepresented students in STEM fields, as demonstrated through rigorous, data-driven evaluation.
