Sec. 1203. State and local assistance to alleviate humanitarian crisis

The Administrator of the Federal Emergency Management Agency shall enhance law enforcement preparedness, humanitarian responses, and operational readiness along the international border between the United States and Mexico through Operation Stonegarden. Amounts made available to carry out this section shall be allocated for grants and reimbursements to State and local governments in Border Patrol Sectors on the along the international border between the United States and Mexico for— costs personnel, overtime, and travel; costs related to combating illegal immigration and drug smuggling; and costs related to providing humanitarian relief to unaccompanied alien children and family units who have entered the United States.
Allocations for grants and reimbursements to State and local governments under this paragraph shall be made by the Administrator of the Federal Emergency Management Agency through a competitive process. There are authorized to be appropriated for fiscal years 2014 and 2015 such sums as may be necessary to carry out this section.
