Notwithstanding any other provision of law, the President, in determining the number of refugees who may be admitted under section 207(a) of the Immigration and Nationality Act ( 8 U.S.C. 1157(a) )— for fiscal year 2014, may— allocate the unallocated reserve refugee number set out in the Presidential Memorandum on Refugee Admissions for Fiscal Year 2014 issued on October 2, 2013, to admit refugees from Central America; and allocate any unused admissions allocated to a particular region for Central American refugee admissions; and for fiscal year 2015, shall include Central America among the regional allocations included in the Presidential determination for refugee admissions that fiscal year.
