Sec. 103. Prohibition on bulk collection of tangible things

Section 501(b)(2) ( 50 U.S.C. 1861(b)(2) ), as amended by section 101(a) of this Act, is further amended by inserting before subparagraph (B), as redesignated by such section 101(a) of this Act, the following new subparagraph: a specific selection term to be used as the basis for the production of the tangible things sought; . Section 501(c) ( 50 U.S.C. 1861(c) ) is amended— in paragraph (2)(A), by striking the semicolon and inserting , including each specific selection term to be used as the basis for the production; ; and by adding at the end the following new paragraph:
No order issued under this subsection may authorize the collection of tangible things without the use of a specific selection term that meets the requirements of subsection (b)(2). . Section 501(g)(2) ( 50 U.S.C. 1861(g)(2) ) is amended— in subparagraph (B), by striking and at the end; by redesignating subparagraph
(C)as subparagraph (D); by inserting after subparagraph
(B)the following: for orders in which the specific selection term does not specifically identify an individual, account, or personal device, procedures that prohibit the dissemination, and require the destruction within a reasonable time period (which time period shall be specified in the order), of any tangible thing or information therein that has not been determined to relate to a person who is— a subject of an authorized investigation; a foreign power or a suspected agent of a foreign power; reasonably likely to have information about the activities of— a subject of an authorized investigation; or a suspected agent of a foreign power who is associated with a subject of an authorized investigation; or in contact with or known to— a subject of an authorized investigation; or a suspected agent of a foreign power who is associated with a subject of an authorized investigation, unless the tangible thing or information therein indicates a threat of death or serious bodily harm to any person or is disseminated to another element of the intelligence community for the sole purpose of determining whether the tangible thing or information therein relates to a person who is described in clause (i), (ii), (iii), or (iv); and ; and in subparagraph (D), as so redesignated, by striking
(A)and
(B)and inserting (A), (B), and
(C).
