Funds appropriated under the headings Development Assistance , Economic Support Fund , and International Narcotics Control and Law Enforcement in this Act shall be made available, notwithstanding section 660 of the Foreign Assistance Act of 1961, for assistance to eliminate inhumane conditions in foreign prisons and other detention facilities: , That decisions regarding the uses of such funds shall be the responsibility of the Assistant Secretary of State for Democracy, Human Rights, and Labor (DRL), in consultation with the Assistant Secretary of State for International Narcotics Control and Law Enforcement Affairs, and the Assistant Administrator for Democracy, Conflict, and Humanitarian Assistance, United States Agency for International Development, as appropriate:
Provided , That the Assistant Secretary of State for DRL shall consult with the Committees on Appropriations prior to the obligation of funds. Provided further
