For purposes of the amount of any increase in revenue to the Treasury by reason of the provisions of this Act and the amendments made by this Act, $1,000,000,000 of such amount shall be, at such times and in such manner as determined appropriate by the Secretary of the Treasury (or the Secretary's delegate), deposited and credited as general revenue of the Treasury for the purposes of deficit reduction and shall not be available for obligation.
