It is the sense of Congress that Congress should provide direction to the Secretary of the Interior with respect to expenditures under this title, including— requirements under the annual budget submission of the President; annual reporting requirements describing final allocations; programmatic goals to carry out this title; and funding prioritization criteria to serve as a methodology for distributing funds.
