The purposes of this title are to— increase the availability of, and access to, high-quality early childhood education and care programming for infants and toddlers; support a higher quality of, and increase capacity for, that programming in both child care centers and family child care homes; and encourage the provision of comprehensive, coordinated full-day services and supports for infants and toddlers.
