There are authorized to be appropriated to carry out this subtitle— $1,300,000,000 for fiscal year 2015; $3,250,000,000 for fiscal year 2016; $5,780,000,000 for fiscal year 2017; $7,580,000,000 for fiscal year 2018; $8,960,000,000 for fiscal year 2019; and such sums as may be necessary for each of fiscal years 2020 through 2023.
