An eligible local entity that receives a subgrant under section 117(b) shall use the subgrant funds to implement the elements of a high-quality prekindergarten program for the children described in section 117(b). Each eligible local entity that receives a subgrant under section 117(b) shall ensure that all prekindergarten teachers hired after the date of receipt of such subgrant and working in a program supported with funds under such subgrant meet the requirements in section 112(9)(B).
Each eligible local entity that receives a subgrant under section 117(b) shall ensure that all prekindergarten teachers hired before the date of receipt of such subgrant and working in a program supported with funds under such subgrant meet the requirements in section 112(9)(B) not later than 3 years after the date of enactment of this Act. A local educational agency that receives a subgrant under this subtitle shall provide an assurance that the local educational agency will enter into strong partnerships with local early childhood education programs, including programs supported through the Head Start Act (42 U.S.C. 9831 et seq.).
An eligible local entity that is not a local educational agency that receives a subgrant under this subtitle shall provide an assurance that such entity will enter into strong partnerships with local educational agencies.
