Notwithstanding any other provision of this Act, the Maritime Administration is authorized to furnish utilities and services and make necessary repairs in connection with any lease, contract, or occupancy involving Government property under control of the Maritime Administration: , That payments received therefor shall be credited to the appropriation charged with the cost thereof and shall remain available until expended: Provided , That rental payments under any such lease, contract, or occupancy for items other than such utilities, services, or repairs shall be covered into the Treasury as miscellaneous receipts.
Provided further For necessary operational expenses of the Pipeline and Hazardous Materials Safety Administration, $22,225,000: , That $1,500,000 shall be transferred to Provided Pipeline Safety in order to fund Pipeline Safety Information Grants to Communities as authorized under section 60130 of title 49, United States Code. For expenses necessary to discharge the hazardous materials safety functions of the Pipeline and Hazardous Materials Safety Administration, $52,000,000, of which $7,000,000 shall remain available until September 30, 2017: , That up to $800,000 in fees collected under 49 U.S.C. 5108(g) shall be deposited in the general fund of the Treasury as offsetting receipts:
Provided , That there may be credited to this appropriation, to be available until expended, funds received from States, counties, municipalities, other public authorities, and private sources for expenses incurred for training, for reports publication and dissemination, and for travel expenses incurred in performance of hazardous materials exemptions and approvals functions. Provided further For expenses necessary to conduct the functions of the pipeline safety program, for grants-in-aid to carry out a pipeline safety program, as authorized by 49 U.S.C. 60107 , and to discharge the pipeline program responsibilities of the Oil Pollution Act of 1990, $158,000,000, of which $19,500,000 shall be derived from the Oil Spill Liability Trust Fund and shall remain available until September 30, 2017; and of which $136,500,000 shall be derived from the Pipeline Safety Fund, of which $78,309,000 shall remain available until September 30, 2017; and of which $2,000,000, to remain available until expended, shall be derived from the Pipeline Safety Design Review Fund.
For necessary expenses to carryout 49 U.S.C. 5128(b), $188,000 to be derived from the Emergency Preparedness Fund, to remain available until September 30, 2016: , That notwithstanding the fiscal year limitation specified in Provided 49 U.S.C. 5116 , not more than $28,318,000 shall be made available for obligation in fiscal year 2015 from amounts made available by 49 U.S.C. 5116(i), and 5128(b) and (c): , That none of the funds made available by Provided further 49 U.S.C. 5116(i) , 5128(b), or 5128(c) shall be made available for obligation by individuals other than the Secretary of Transportation, or his designee: , That notwithstanding Provided further 49 U.S.C. 5128(b) and
(c)and the current year obligation limitation, prior year recoveries recognized in the current year shall be available to develop a hazardous materials response training curriculum for emergency responders, including response activities for crude oil, ethanol and other flammable liquids by rail, consistent with National Fire Protection Association standards, and to make such training available through an electronic format and a competitive process to non-profit organizations to train public sector employees to respond to an accident or incident involving the transportation of hazardous materials.
