Sec. 1643. Budgeting and accounting for cyber mission forces

For the budget submitted by the President to Congress pursuant to section 1105 of title 31, United States Code, for fiscal year 2017 and for the supporting information submitted along with such budget for the Department of Defense, and for each fiscal year thereafter, the Secretary of Defense shall— develop a major force program category for the five year defense plan of the Department of Defense for the training, arming, and equipping of the cyber mission forces; and establish program elements for the cyber mission forces.
The Secretary shall assess the feasibility and advisability of establishing a transfer account to execute the funds contained in the major force program category required by subsection (a). Not later than April 1, 2015, the Secretary shall submit to the congressional defense committees a report on the assessment carried out under paragraph (1). The report required by subparagraph
(A)shall include the following: The findings of the Secretary with respect to the assessment carried out under paragraph (1). A recommendation as to whether a transfer account should be established as described in such paragraph.
