Sec. 1204. Training of security forces and associated ministries of foreign countries to promote respect for the rule of law and human rights

Chapter 136 of title 10, United States Code, as amended by section 1203 of this Act, is further amended by adding at the end the following new section: The Secretary of Defense is authorized to conduct human rights training of security forces and associated ministries of foreign countries. Human rights training authorized by this section may be conducted for security forces otherwise prohibited from receiving such training under section 2242 of this title in accordance with the exception in subsection (b)(2)(B) of that section.
Training activities may be conducted under this section only with the concurrence of the Secretary of State. Human rights training authorized by this section may include associated activities and expenses necessary for the conduct of training and assessments designed to further the purposes of this section. In this section, the term human rights training includes training conducted for one or more of the following purposes: To enhance the rule of law and respect for human rights.
To develop respect for civilian control over the military. To promote compliance with the law of armed conflict or the establishment of a military justice system. To assist in the prohibition or prevention of the use of child soldiers. To otherwise address and alleviate the factors contributing to a gross violation of human rights by the security forces of a foreign country. . The table of sections at the beginning of chapter 136 of such title, as so amended, is further amended by adding at the end the following new item: 2283.
