Sec. 1104. Personnel authorities for civilian personnel for the United States Cyber Command

It is the sense of the Senate that— the Secretary of Defense needs enhanced authorities for employing, compensating, and promoting civilian personnel with technical and operational cyber expertise in order to enable the United States Cyber Command to recruit and retain a civilian workforce able to support its demanding cyber missions; and sections 1601 through 1607 of title 10, United States Code, provide an example of authorities which might suit that purpose. Not later than 180 days after the date of the enactment of this Act, the Principal Cyber Advisor to the Secretary of Defense shall— identify improvements to be made to the support provided by the Air Force, in its capacity as executive agent for the United States Cyber Command, to meet the needs of the Command for obtaining and retaining civilian personnel with the skills and experience required to support the missions and responsibilities of the Command; identify the additional employment, compensation, and promotion authorities necessary for the Air Force, in that capacity, to ensure that the United States Cyber Command has a civilian workforce able to support the missions and responsibilities of the Command; and submit to the Secretary recommendations for administrative and legislative actions, including actions in connection with authorities identified pursuant to paragraph (2), to ensure that the United States Cyber Command has a civilian workforce able to support the missions and responsibilities of the Command.
