Subsection
(e)of section 5911 of title 5, United States Code, is amended— by striking The head and inserting
(1)Except as provided in paragraph (2), the head ; and by adding at the end the following new paragraph: The Secretary of Defense may require an employee of the Department of Defense or a member of the uniformed services under the jurisdiction of the Secretary who is performing duty on official travel to occupy adequate quarters on a rental basis when available. . Subsection (a)(5) of such section is amended by inserting or commercial lodging arranged through a Government lodging program after leased by the Government . Not later than 18 months after the date of the enactment of this Act, the Secretary of Defense shall submit to the appropriate committees of Congress a report on the exercise of the authority provided by paragraph
(2)of section 5911(e) of title 5, United States Code (as added by subsection (a)). The report shall include the following: The date, if any, on which the exercise of the authority commenced. The manner in which the authority has been exercised. An estimate of the savings achieved by the Department of Defense through the exercise of the authority, and an estimate of the additional savings to be achieved by the Department over the course of the future-years defense program current as of the date of such report. An assessment whether the quality of lodging has improved for civilian employees of the Department of Defense and members of the Armed Forces as a result of the exercise of the authority. Such other matters relating to the exercise of the authority as the Secretary considers appropriate. In this section, the term appropriate committees of Congress means— the Committee on Armed Services, the Committee on Homeland Security and Governmental Affairs, and the Committee on Appropriations of the Senate; and the Committee on Armed Services, the Committee on Oversight and Government Reform, and the Committee on Appropriations of the House of Representatives.
