There is established in the Treasury of the United States a fund, to be known as the Oil and Gas Production Veterans Workforce Training Fund (referred to in this section as the Fund ), consisting of such amounts as are transferred to the Fund under section 8(2). The Fund shall be administered by the Secretary to fund the grants authorized by subsection (b). The Secretary, acting through the Director, shall award grants on a competitive basis to eligible institutions of higher education and workforce investment boards to establish and fund oil and gas exploration, development, and production workforce training programs.
To be eligible to receive a grant under this section, an institution of higher education or workforce investment board shall— establish or expand and administer an oil and gas exploration, development, and production workforce training program; and in granting admission to applicants to the program, give priority to veterans of the Armed Forces of the United States. Each eligible entity desiring a grant under this section shall submit an application to the Secretary at such time, in such manner, and accompanied by such information as the Secretary may reasonably require.
Not more than 0.5 percent of the amounts made available to carry out this section may be used to pay for the administrative expenses of the programs described in paragraph (1).
