At a minimum, the new proposed integrated activity plan issued under section 4054(a)(1) shall— require the Department of the Interior to respond within 5 business days to a person who submits an application for a permit for development of oil and natural gas leases in the National Petroleum Reserve-Alaska acknowledging receipt of the application; and establish a timeline for the processing of each application that— specifies deadlines for decisions and actions on permit applications; and provides that the period for issuing a permit after the date on which the application is submitted shall not exceed 60 days without the concurrence of the applicant.
