Section 311(j)(4) of the Federal Water Pollution Control Act ( 33 U.S.C. 1321(j)(4) ) is amended— in subparagraph (A), by inserting , and of tribal governments of Indian tribes (as defined in section 102 of the Federally Recognized Indian Tribe List Act of 1994 ( after 25 U.S.C. 429a )) and local agencies ; in subparagraph (B)(ii)— by striking and local and inserting , local, and tribal ; and by striking wildlife; and inserting wildlife, including advance planning with respect to the closing and reopening of fishing grounds following a discharge; ; in subparagraph (B)(iii), by striking and local and inserting , local, and tribal ; and in subparagraph (C)— in clause (iv), by inserting and tribal governments of Indian tribes after local agencies, ; by redesignating clauses

(viii)as clauses
